Identity for every block and run this mints; the codec refuses a repeat.

Whether [^label] and [^label]: … read as foldkit-richtext's footnotes (a run showing the label with FootnoteRef, and a FootnoteDefinition), for a kit that declares them. Without it they are reported and skipped, as a kit without them could not hold them.
