The column under the term's collation, and a cursor value made comparable to it; none when the column compares as it is (no collation, or binary on a Postgres column that is not text, a uuid say, which takes no collation and orders by bytes already). Folding ASCII on Postgres lowers both sides; every other collation is said on the column alone, which SQL applies to the comparison.
